The Warsaw City Council met in special session on
Council members present: Keith Jones, Randy Jones, Brandon Terrell, Jamie Gould, Charlie French and Jackie Giles
Attorney Mike Duncan was present. Visitors present: Clay Warnick
Mayor Simpson called the meeting to order and welcomed all present.
Mayor Simpson advised this was a special meeting of the Warsaw City Council so no changes or additions to the Agenda would be permitted.
#1 PERSONNEL
Attorney Mike Duncan advised that city council could not meet exclusively for closed/executive session in way of explaining tonight’s agenda. Mayor Simpson advised he had missed the September 14th council meeting but tonight’s special meeting was a continuance of a couple of topics discussed. One such discussion was the Renaissance on Main program. Mayor Simpson called on Councilmember Jackie Giles. Mr. Giles advised that after reviewing the city’s budget for the new Fiscal year and that the city had operated for the last 4-5 months without a manager since the resignation of Steve Henderson he recommends that the city not hire a manager at this time. Mr. Giles does not feel that the program has brought in any money but in view of the economic times feels that the city can proceed without a manager and still get projects accomplished.
Mayor Simpson reported he understood that the program had not fulfilled the city’s wishes but hesitated to get rid of the program altogether. Several new program etc had been started since the Renaissance on Main inception such as : Farmers Market, Christmas on the Square, Fall Festival etc.
After much discussion it was agreed to leave things the way they were in the budget and to invite the Renaissance on Main committee to the October council meeting for their thoughts. The general agreement between council was to keep the program but to not replace the manager.
Mayor Simpson advised council that a delegation of Council : Jackie Giles, Charlie French and Brandon Terrell; had been reviewing the Warsaw Police departments policies, issues etc. The group has met with the Chief as well as all officers. The Mayor advised the group would get a plan of action together and would submit it to the Mayor and Council as a whole. Attorney Mike Duncan advised that the delegation’s plan would be discussed in Open session but any individual officer issues would be dealt with in Closed/Executive session.
#2 CLOSED/EXECUTIVE SESSION for purpose of
personnel issues (per KRS 61.810(1)(f)
A motion by Jackie Giles seconded by Charlie French to exit Regular session and enter Closed/Executive session for purpose of personnel issues pursuant to KRS 61.810(1)(f). Voice vote : Brandon Terrell yes, Keith Jones yes, Jamie Gould yes, Randy Jones yes, Charlie French yes, Jackie Giles yes. Motion carried unanimously.
A motion by Jackie Giles seconded by Brandon Terrell to exit Closed / Executive session and enter Regular Session. Motion carried unanimously.
