The Warsaw City Council met in regular session on Monday,  June 8, 2009 at the city building 303 East Main Street at 7:30pm.  

 

Council members present:   Keith Jones,  Randy Jones,  Jackie Giles, Brandon Terrell, Jamie Gould and Charlie French.   

 

Attorney Mike Duncan was present.

 

Visitors present:    Clay Warnick, Winslow Baker,  Jane Searcy, Jacqueline Mylor, Wayne Rassman, Bill Meadows, Gary Thompson    

 

Mayor Simpson called the meeting to order and welcomed all present.  

 

#1 Approval of the Agenda

Additions:  Mayor Simpson added the Craigs Creek Boat Ramp and the City Park Boat Ramp, Randy Jones added speed limit on US 42 West, Charlie French added Closed Session for purpose of personnel issue.    

A motion by Randy Jones  seconded by Brandon Terrell to approve the agenda with the additions.  Motion carried unanimously.

 

#2 Approval of the Minutes from previous meeting

A motion by Keith Jones seconded by Randy Jones  approving the minutes from the previous meeting.  Motion carried unanimously.

 

#3  Approval of financial statements & bills for the month

 A motion by Charlie French seconded by Brandon Terrell  approving the financial statements and bills for the month.  Motion carried unanimously.

 

#4  Recognition of Audience

None

 

#5  RESOLUTION 2009-14 Coop agreement FY 2009-2010

A motion by Jackie Giles seconded by Charlie French approving resolution 2009-14 in favor of the execution of a Municipal Aid Coop Program contract between the Incorporated Area and the Commonwealth of KY, Transportation Cabinet for the Fiscal Year 2009-2010 in the amount of $19,979.00.  Voice vote:  Brandon Terrell yes, Keith Jones yes, Jamie Gould yes, Randy Jones yes, Charlie French yes, Jackie Giles yes.  Motion carried unanimously.

 

#6  WARSAW SPORTS COMPLEX

Councilman Giles advised he was still looking for block layers for the dugouts at the city park.  Council Randy Jones advised he would contact Grant County Detention center to see if they could get any experienced inmate help. 

 

#7  RENAISSANCE ON MAIN

Mayor Simpson reported that he had received a letter of resignation from Steve Henderson.  Mr. Henderson has had his house up for sale for quite a while with intentions to move to Florida when it sold.  Mayor Simpson advised that the committee members would need to step up and fill in.  Board Member Jacquelene Mylor had advised she would help with Farmers Market.  Mayor Simpson advised he had been in discussions with the Judge and Tourism and was discussing the possibility of hiring a fulltime Renaissance/Tourism Director.  The job descriptions would need to be reviewed etc.  The Judge will discuss with Fiscal Court their ideas and thoughts.  All city council had no opposition to looking into the possibility. 

 

Mayor Simpson advised the city had a summer worker who was helping water plants etc. 

 

Jane Searcy was present on behalf of Tourism to advise Tourism had purchased 3 banners for Farmers Market and would need help to hang them.

 

#8  WINSLOW BAKER

Mr. Baker advised that District 6 Transportation was reviewing the US 42 request to lower speed limit as well has adding a no passing zone in front of Sunset Grill where a fatality had occurred. 

 

Mr. Baker advised he had received complaints regarding residents walking their dogs and their excrement not being cleaned up.  He asked permission for an ad to be placed in the paper.  Mayor Simpson advised that the city would wait on this for now. 

 

Mr. Baker brought up discussion again on yard sales at the BP Station and advised of an Itinerant Merchant license.  No action was taken. 

 

Additions. 

Mayor Simpson reported that the City had received notification from the United Stated Department of the Interior regarding acceptance of the City’s application to acquire the Craigs Creek Boat ramp from the Core of Engineers.  The application has been officially approved and final paperwork is being completed.  The city attorney will begin work on a title exam.

 

Mayor Simpson advised that Gallatin County Tourism would like to expand the current dock at the city park.  The approximate cost would be $12,000 and would like the city to pay ˝ the cost.  Mayor Simpson advised that the city’s general fund was very tight and suggested if Council was in agreement funds could be used out of Cingular Wireless account. 

 

A motion by Keith Jones seconded by Brandon Terrell to approve $6000 towards the purchase of additional dock at the City Boat Ramp at the City park.  Voice vote:  Jackie Giles yes, Randy Jones yes, Jamie Gould yes, Charlie French yes, Brandon Terrell yes, Keith Jones yes.  Motion carried unanimously. 

 

 

#9  2ND READING OF ORDINANCE 2009-01 FY BUDGET 2009-2010

 

Mayor Simpson made a couple of changes to the General Fund budget / Fire Department  - account number 663-1 money market should say $5,000, 686-1 supplies should say $10,000 and 692-1 building upgrades should say $6000.  The City Clerk has contacted KLC (Kentucky League of Cities ) for quotes for financing the backhoe and firetruck.  Rates would be at 2% and yearly cost reflected in the sewer budget and water budgets for the backhoe and the general fund budget for the firetruck. 

 

A motion by Charlie French seconded by Jamie Gould approving the second reading of Ordinance 2009-01 adopting the annual budget for the Fiscal Year July 1, 2009 through June 30, 2010, by estimating revenues and resources, and appropriating funds for the operation of city government.  Voice vote : Randy Jones yes, Jackie Giles yes, Keith Jones yes, Brandon Terrell yes, Jamie Gould yes, Charlie French yes.  Motion carried unanimously. 

 

 

A Motion by Charlie French seconded by Randy Jones to exit regular session and enter closed / Executive session per KRS 61.810(1)(f) to discuss a specific personnel issue.  Motion carried unanimously. 

 

A Motion by Charlie French  seconded by Brandon Terrell to exit closed/Executive Session and enter regular session. Motion carried unanimously.

 

 

 

With no more business, a motion by  Randy Jones seconded by Jamie Gould to ADJOURN.  Meeting adjourned at  9:12 pm
