The Warsaw City Council met in regular session on Monday,  July 13, 2009 at the city building 303 East Main Street at 7:30pm.  

 

Council members present:   Keith Jones,  Randy Jones,  Brandon Terrell, Jamie Gould.   

 

Attorney Molly McEvoy Boh was present.

 

Visitors present:    Clay Warnick, Winslow Baker.  

 

Mayor Simpson called the meeting to order and welcomed all present.  

 

#1 Approval of the Agenda

Additions:  Mayor Simpson added announcements, Jamie Gould added police dpt, recycling, noise and firework complaints.     

A motion by Randy Jones seconded by Brandon Terrell to approve the agenda with the additions.  Motion carried unanimously.

 

#2 Approval of the Minutes from previous meeting

A motion by Keith Jones seconded by Brandon Terrell  approving the minutes from the previous meeting.  Motion carried unanimously.

 

#3  Approval of financial statements & bills for the month

 A motion by Keith Jones seconded by Randy Jones approving the financial statements and bills for the month.  Motion carried unanimously.

 

#4  Recognition of Audience  None

 

#5  RENAISSANCE ON MAIN

Mayor Simpson advised that he had not talked to the Judge Executive regarding details of a Renaissance / Tourism director.  Discussion last month had been about the possibility of hiring one person full or part-time to oversee both Renaissance and Tourism business since the resignation of Steve Henderson. 

 

#6  WINSLOW BAKER

Winslow Baker advised he had several nuisance complaints he was dealing with.   He advised that the old “Owens grocery” store had been sold.  Winslow advised that he had contacted the State Highway dpt concerning a change in speed limit on US 42 West near Sunset Grill.  He had been advised that any request for a change needs to come through the Frankfort office.   Several houses on Pearl Street were up for sale.  Several complaints had been received concerning the condition of these properties. 

 

Councilman Gould asked about procedure for noise complaints, firework complaints etc. during the 4th of July holiday.  Mayor Simpson advised that the police should be notified.  The City attorney advised she would review the city’s ordinances concerning procedures. 

Councilman Keith Jones asked who was in charge of enforcing the city’s new golf cart ordinance.  Mayor Simpson advised either the police or Winslow Baker.  The city attorney advised she would review the ordinance. 

 

#7  VERIZON WIRELESS REQUEST

Mayor Simpson advised Council that Verizon wireless is interested in putting antennaes on one of the City’s water towers.  The understanding is the tower on the school grounds but their letter advised a different location.  The mayor advised he thought their request a little low and that the city should contact the school for their thoughts.  He asked Council’s opinion on letting the attorneys look into the situation.

A motion by Randy Jones seconded by Brandon Terrell approving the Mayor and city attorney to proceed with further negotiations with Verizon Wireless.  Voice vote:  Jamie Gould yes, Keith Jones yes, Brandon Terrell yes, Randy Jones yes.  Motion carried unanimously. 

 

#8  STREET PAVING

Mayor Simpson advised he would like the Council members to each put together a list of potential street paving projects for this year.   Once the list is formulated he would get a spec together and advertise for bids.  He requested that ideas be submitted to the city clerk by Monday.  He advised that any repair work necessary on areas affected/damaged by the water line project would be fixed under that contract with National Water.

 

#9  RIVER DAYS AND GAZEBO

The Mayor congratulated and commended all city workers and police for a nice job on River Days.  The event once again brought in the largest crowd from the previous year.  The gazebo was completed in time and was a hit with all of the bands.  He reported some acoustic work would need to be done to make the sound easier for the bands.  He advised the firework show had been excellent. 

 

Additions:

Jamie Gould asked if the City was still hiring a new police officer?  The Mayor advised yes and that the ad would be in the paper probably in the next 2 weeks. 

 

Jamie Gould asked about recycling and had an idea for paper.  A company called Paper Retriever works with local fundraisers as projects.  The Mayor advised he would talk to the Judge Executive who was in agreement to start a recycling program with the City. 

 

Announcements:

The Mayor announced the next Popcorn in the Park would be July 25th at the city park at approximately 8pm.  The movie shown will be Marley and Me. 

 

August 24th, 2009 is the NKADD annual dinner anyone wishing to attend should let the City Clerk know by August 1.  The city would reserve a table and pay for tickets. 

 

Councilman French arrived midway through the meeting so the Mayor asked if he had any questions or concerns.  Mr. French advised that he was asked by Gary Thompson about portolets for the Craigs Creek Boat ramp.  Mr. French advised he thought he could get the portolets free of charge and the city would just be responsible for maintaining them.  The Mayor advised him to get details and get back to him.

 

With no more business, a motion by  Randy Jones seconded by Brandon Terrell to  ADJOURN.  Meeting adjourned at  8:04 pm
