The Warsaw City Council met in regular session on Monday,  September 13,   2010 at the city building 303 East Main Street at 7:30pm.  

 

Council members present:    Brandon Terrell,  Charlie French, Keith Jones, Randy Jones &

Jackie Giles.  Jamie Gould arrived late.

 

Attorney Mike Duncan was present.

 

Visitors present:    Clay Warnick, Winslow Baker,  John Cain,  Cliff Ashburner, Emily Jones, Allison Davis, Hayden Jones,

 

Mayor Simpson called the meeting to order at 7:30pm.

 

#1 Approval of the Agenda

Mayor Simpson added snow removal contract and trick or treat,  Randy Jones added blacktop.

A motion by Charlie French seconded by Jackie Giles to approve the agenda with the amendments.  Motion carried unanimously.

 

#2 Approval of the Minutes from previous  meetings

A motion by Keith Jones and seconded by Charlie French to approve the minutes from the previous meeting.    Motion carried unanimously.

 

#3  Approval of financial statements & bills for the month

 A motion by Randy Jones seconded by Keith Jones   approving  the financial statements for the month.  Motion carried unanimously.

 

#4  Recognition of Audience 

Michael Kuhl who resides at 202 Morton Avenue  requested the city install speed limit signs on Morton Avenue.  He advised that in recent weeks the street had become very busy.  Mayor Simpson advised that was no problem he would also advise the police chief of the situation and have the city maintenance guys install signs. 

 

#5  First Reading of Ordinance 2010-07

Clifford Ashubrner an attorney with Wyatt, Tarrant & Combs representing  RB Management of Kentucky, Inc., was present on behalf of them to request that the City of Warsaw annex its property (located just within and just outside of the boundaries of Warsaw see attached plat) and rezone it from Agricultural to Light Industrial.  A rezoning application has been filed with the Gallatin County Planning and Zoning department and their meeting will be held September 30th at 6:30pm. 

The first reading of Ordinance 2010-07 annexing certain real estate being the RB Management of Kentucky, Inc. “Dorman Products Expansion” property, located at the Eastern edge of the current city limits as read by city attorney Mike Duncan was passed.  A special meeting of the Warsaw City Council was decided for September 30, 2010 at 7pm for the second reading of the annexation ordinance along with a first reading of the city’s re-zoning ordinance.

 

#6  Resolution 2010-13 fire department

A motion by the Charlie French seconded by Brandon Terrell approving Resolution 2010-13 authorizing and providing for the incurrence of indebtness for the purpose of purchasing a new firetruck.  Voice vote:  Jamie Gould yes, Randy Jones yes, Jackie Giles yes, Keith Jones yes, Charlie French yes, Brandon Terrell yes.  Motion carried unanimously.

 

#7 Resolution 2010-14 Wastewater and Stormwater project

A motion by Jackie Giles seconded by Brandon Terrell authorizing payments be made regarding the Warsaw Wastewater and Storm water improvement project to Emmitt Caskey Construction and Winelco Inc.  Voice vote:  Charlie French yes, Keith Jones yes, Jamie Gould yes, Randy Jones yes, Jackie Giles yes, Brandon Terrell yes.  Motion carried unanimously.

 

#8 Gallatin county IGA

Mayor Simpson struck this from the agenda.

 

#9 WINSLOW BAKER

Winslow updated council with his sidewalk grant.

 

 

Additions:

Snow Contract – Mayor Simpson advised he would like Council’s opinion on whether to renew the FY 2010-2011 snow contract or to seek bids.  It was council’s agreement to bid the snow contract out this year.  Mayor Simpson and the Clerk will create a bid/advertising document.

 

Trick or Treat – Mayor Simpson advised this year Halloween fell on Sunday October 31st.  Did council want to set Trick or Treat for Warsaw on Saturday night because of school the following day?  After much discussion  a motion was made by Brandon Terrell seconded by Jamie Gould to set Trick or Treat for Saturday, October 30th from 6pm – 8pm.  Charlie French no, Randy Jones no, Jackie Giles no, Keith Jones no, Jamie Gould yes, Brandon Terrell yes.  Motion failed 4 no votes to 2 yes votes.

It was agreed to have Trick or Treat Sunday, October 31st from 6pm – 8pm.  Discussion may be brought up in October.

 

Blacktopping – Councilman Randy Jones inquired whether the city would blacktop this year.  Mayor Simpson advised no.  The city usually skips a year in blacktopping that way more city streets could be done with the additional funds. 

 

Mayor Simpson reminded everyone of the Pumpkin Festival Saturday October 2nd. 

 

A motion by Jackie Giles seconded by Brandon Terrell to  Adjourn.
