The Warsaw City Council met in special session on Monday,  November 22,   2010 at the city building 303 East Main Street at 7:30pm.  

 

Council members present:    Charlie French, Keith Jones, Randy Jones, Jackie Giles &  Jamie Gould.  Brandon Terrell was absent

 

Attorney Mike Duncan was not present.

 

Visitors present:     Nelson Brown, Jerry Hunt, Tyler Boaz.

 

Mayor Simpson called the meeting to order at 7:30pm.

 

#1 Approval of Ordinance 2010-10 purchase of fire truck

Mayor Simpson advised Ordinance 2010-10 needed to be approved by emergency reading so that it may be published in this week’s paper in order to facilitate the completion of the loan documents on the purchase of the fire truck.  The fire truck had arrived today if anyone was not aware and the $140,000 money market money and the $200,000 grant money from Rural Development had been wired to Ferrara Apparatus.

 

A motion by Charlie French seconded by Keith Jones to approve Ordinance 2010-10 as read by Mayor Travis Simpson authorizing the construction of a public project; authorizing the issuance of $235,000 principal amount of general obligation bonds, series 2010 approving a form bond; authorizing designated officers to execute and deliver the bonds; proving for the payment and security of the bonds; creating a bond payment fund; creating a sinking fund; creating a acquisition account; authorizing acceptance of the bid of the bond purchaser for the purchase of the bonds; and repealing inconsistent ordinances.

Voice vote:  Jamie Gould yes, Randy Jones no, Jackie Giles  no, Keith Jones yes, Charlie French yes.  3 yes votes 2 no votes.

 

Because Attorney Mike Duncan was not present but available by cell phone Mayor Simpson called and advised of the vote count.  Attorney Duncan advised an emergency reading requires 4 votes.  The vote now would be only a first reading. 

 

Mayor Simpson advised council that the ordinance is a first reading.
