The Warsaw City Council met in special session on
Council members present: Charlie French, Keith Jones and Randy Jones,
Jackie Giles and Jamie Gould. Brandon Terrell was absent due to a work conflict.
Attorney Mike Duncan was present.
Visitors present: Clay Warnick, Winslow Baker, Brent Caldwell, Bob Weldon, Dale Scudder, Monty and Ruby Roberts, Jonathan Roberts, Don Bolte, Donna Davis, Linda Bailey, Marhiya McConnell.
Mayor Simpson called the meeting to order at
#1 Approval of the MINUTES
A motion by Charlie
French seconded by Randy Jones to approve the minutes from the previous
meeting. Motion carried unanimously.
#2 Approval of financial statements & bills for the
month
A motion by Randy
Jones seconded by Charlie French to approve the financial statements for the
month. Motion carried unanimously.
#3 DON BOLTE
Don Bolte owner of property at 305 and
Mayor Simpson advised Mr. Bolte that the City was appreciative of his efforts to purchase dilapidated property and restore it.
#4 MONTY ROBERTS
Mr. Monty Roberts who resides at 213 Riverview Drive was present with his wife and son to discuss the problems with the trailer park located on Brown/Leonard Avenue owned by Linda Bailey called Gabriels Court. Mr. Roberts advised he was tired of looking at the run down cars, run down trailers, the vandalism, fighting and police visits in the neighborhood and requested that the city help clean the area up. Jonathon Roberts (son) advised that they had tried to resolve some of the issues before coming to council but had no luck. The Mayor advised he would have the code enforcement office look at possible nuisance violations. Ms. Bailey owner of the property advised that she did not own all of the trailers that Mr. Roberts was speaking of. Several were owned by Dale Scudder (who was present at the meeting on another subject). Mayor Simpson stepped in and calmed all present down when it became clear that this was a very touchy subject. He advised that city government does not like to become involved in issues where the police are involved. The City however, would be involved in so far as any trailer was violating the city nuisance laws. He advised Mr. Scudder and Ms. Bailer both that as owners of this property they needed to have a proactive stance with their tenants regardless of whether the tenant owned the home or not. Ms. Bailey advised she had been dealing with John Wright regarding complaints he had received and she was in the process of evicting several tenants.
Jonathan Roberts apologized for his inappropriate behavior on one occasion.
#5 SEWER & STORM WATER PROJECT
A motion by Jackie Giles seconded by Charlie French approving Resolution 2010-09 authorizing payments be made regarding the Water Improvement Project. Voice vote: Keith Jones yes, Jamie Gould yes, RandyJones yes, Charlie French yes, Jackie Giles yes. Motion carried unanimously.
A motion by Jamie Gould seconded by Jackie Giles approving Resolution 2010-10 authorizing payments be made regarding the Wastewater Improvement Project. Voice vote: Randy Jones yes, Charlie French yes, Keith Jones yes, Jackie Giles yes, Jamie Gould yes. Motion carried unanimously.
#6 WINSLOW BAKER
Winslow advised he was working on a couple of pieces of
property with code violations.
#7 1ST READING OF ORDINANCE 2010-04 FY
2010-2011 BUDGET
Mayor Simpson advised Council had a copy of the 1st reading for the FY Budget 2010-2011. He would like to have a 1st reading tonight with a 2nd reading at another special meeting. It was agreed to have the next meeting Monday, June 21st at 7:30pm.
Attorney Mike Duncan read the 1st Reading of Ordinance 2010-04 adopting the annual budget for FY 2010-2011.
#8 ANNOUNCEMENT : RIVERDAYS
Mayor Simpson advised that this year’s River Days would be July 2nd, 3rd and 4th. Fireworks would be on the 3rd. The city is still looking for a group to organize the corn hole tournament and 3 on 3 basketball. Councilman Charlie French advised he may have a group interested and would get with the city clerk.
