The Warsaw City Council met in special session on Monday,  June  21, 2010 at the city building 303 East Main Street at 7:30pm.  

 

Council members present:    Charlie French, Keith Jones,  Randy Jones,   

Jackie Giles and Jamie Gould.  Brandon Terrell was absent due to a work conflict.

 

Attorney Mike Duncan was present.

 

Visitors present:    Clay Warnick, Winslow Baker,  Bob Weldon,  Nelson  Brown, Brent Caldwell, Sonny and Brenda Hawkins, Don Sprague.  

 

Mayor Simpson called the meeting to order at 7:30pm.

 

#1 Approval of the MINUTES

A motion by Charlie French seconded by Keith Jones to approve the minutes from the previous meeting.  Motion carried unanimously.

 

#2 RESOLUTION 2010 – 11 Craigs Creek Boat Ramp

A motion by Jackie Giles seconded by Jamie Gould approving Resolution 2010-11 authorizing the execution of a lease agreement between the City of Warsaw and the Commonwealth of Kentucky Department of Fish and Wildlife Resources.

 

#3 BOB WELDON 

Bob Weldon was present to discuss a his development plan for property located in the vicinity of the city’s wastewater treatment plant.  Mr. Weldon was present along with his attorney at the May 10, 2010 city council meeting where he first detailed the plan.  Mr. Weldon would still like to ask that the property be annexed into the city but instead of the orginal 50 units (mobile homes) he would like to down scale that to 15 and then after 2 years increase to 25 homes.  He would also gift to the city 17.5 acres of land near the sports park.  If additional homes are needed in the development after the 25 he would build a new road.  He advised it would cost the city no additional money to insure the 17.5 acres.  Mr. Weldon believe that his mobile home park would not depreciate the value of surrounding land and homes and has been discussed.  These homes would not necessarily be brand new because he would like to keep the rent in the $500-$600 range and with brand new homes he would have to increase the rent to $800.  Councilman Randy Jones advised he did not see how this project would benefit the city.  Brenda Hawkins who lives in the area voiced her concerns about the project also.  Sonny Hawkins inquired whether a public hearing would be required for the project  to proceed.  City Attorney Mike Duncan advised that a public hearing would be required if the city proceeded with annexation and that all city zoning regulations would have to be followed according to the City of Warsaw zoning book.  Mayor Simpson asked for council’s decision.

A motion by Charlie French seconded by Randy Jones to decline Mr. Bob Weldon’s proposal for a new mobile home park.  Voice vote:  Jamie Gould no, Jackie Giles yes, Keith Jones yes, Randy Jones yes, Charlie French yes.   4 yes votes 1 no vote motion carried.

 

#4 2ND READING OF ORDINANCE 2010-04 FY 2010-2011 BUDGET

Mayor Simpson presented Council with Ordinance 2010-04 for the new budget for FY 2010-2011.  He advised the only decision remaining was which medical insurance plan the city would take.  The numbers reflected in the budget for insurance would need to be changed accordingly.  The Mayor advised that it was his opinion that the city change to a different plan in order to save some money.  It was agreed by council to choose a different Anthem plan rather than move to an HSA or HRA at this time.  It was agreed to add $13500.00 to 607-1;  $79,000 to 678-1; and $14000.00 to 607-3; and $14000.00 to 607-2 in order to fund health insurance. 

A motion by Jackie Giles seconded by Jamie Gould adopting Ordinance 2010-04 the annual budget for Fiscal Year July 1, 2010 through June 30, 2011 estimating revenues and resources and appropriating funds for the operation of  city government.  Voice vote:  Randy Jones yes, Charlie French yes, Keith Jones yes, Jamie Gould yes, Jackie Giles yes.  Motion carried unanimously.

 

#5  CLOSED SESSION

This was withdrawn by Councilman Giles.

 

A motion by Randy Jones  seconded by Charlie French to Adjourn.
