The Warsaw City Council met in special session on Monday, January 18, 2010 at the city building 303 East Main Street at 6:00pm.
Council members present: Randy Jones, Brandon Terrell, Jamie Gould, Jackie Giles & Keith Jones. Charlie French was absent
Attorney Mike Duncan was not present.
Visitors present: None
Mayor Simpson called the meeting to order.
Since tonight’s meeting is a special meeting nothing can be added to the agenda.
#1 Firetruck
Mayor Simpson advised he had met with Ernest Scruggs and Vernon Brown of Rural Development on the city applying for a loan/grant with Rural Development for a firetruck. The City is 35% grant eligible but Rural Development does not think the city would get the full 35% in grant funds. However, they would lower the interest rate to at least 4%. The Mayor advised this would make the numbers about the same as previously discussed in the January regular meeting. At the January 11th meeting a motion was approved for the Mayor to contact Rural Development regarding the above loan / grant information and to sign a contract for a firetruck if the information was confirmed for a 35% grant. The Mayor asked Council if they wanted to retract anything from last month’s decision. Council agreed to let the vote stand.
#2 Warsaw Wastewater & Stormwater Project
Mayor Simpson updated Council on the WWTP & Stormwater Project. As previously explained at the January 11th meeting bids were opened on January 6th. The low bidder was MAC Construction however all 4 bids received were in excess of available funds for the project. The City had been given approval to mail a letter to all 4 bidders requesting they review only their costs. This was the same thing done on Contract 2 of the Water Project when the tank bids were in excess of available funds.
A recent phone call from the Department of Local Government & KIA and their attorneys it was decided and agreed that the city could not do this. Instead the city sent a new letter rejecting on bids and re-bid the project. The new ad will be in the January 16th edition of the Enquirer with new bids due back January 25th at 12noon.
A change has been made to the project and now includes 2 contracts ( one for Wastewater improvements and pump stations and the second for Stormwater).
There is still a possibility that more stimulus money is available if these bids run high.
The mayor requests council to attend a Special Council meeting on January 25th at 4:30pm to review the new bid tabulation sheet and to award the contracts. Council agreed.
